1. (U) Post delivered Ref A points to the United Nations
Economic and Social Division (UNES) of the Ministry of
External Affairs (MEA) on February 23. Due to staffing
issues within UNES, we have been unable to obtain the GOI's
reaction to our six priorities. However, UNES Under
Secretary Abhishek Verma did express interest in any updates
we may have on the state of play of the "Defamation of
Religions" resolution as well as progress made on obtaining
support for our Action Plan to Combat Racial and Religious
Discrimination and Intolerance.
2. (U) We remain doubtful that India will provide its support
for country-specific resolutions on Guinea, the Democratic
Republic of the Congo, and Iran, given its habitual
reluctance to vote in favor of country-specific resolutions
(Ref B).
3. (U) Post will follow up with UNES next week and report
septel discussions regarding India's priorities for the
upcoming session of the Human Rights Council as well as any
resolutions the GOI may plan to introduce or support.
