1. (C) According to senior Ministry of External Affairs
officials, the GOI is not actively considering providing
technical or financial support to Afghan elections, but would
be open to such proposals from the Afghan government. On
January 6, we raised reftel query with Gopal Bagley, MEA's
Acting Joint Secretary for Pakistan-Afghanistan-Iran
Division. Bagley acknowledged the importance of ensuring a
coordinated approach among the international community in
supporting Afghanistan in the run-up to parliamentary
elections this May. He was not aware of any specific Afghan
requests for technical or financial assistance.
2. (C) Making reference to the ongoing assistance program
through which India provides support in various areas,
including technical training and capacity building, Bagley
said the GOI would welcome Afghan proposals for programs to
strengthen democratic institutions. Siddhartha Nath, Under
Secratary for Afghan Affairs, echoed Bagley's comments and
stated that the GOI stands ready to give assistance if the
Afghan government asks for it. He shared that an Afghan
Independent Election Commission team would likely visit India
prior to the planned parliamentary elections to exchange
views and gain a better understanding of the guidelines in
place in India to ensure fair and transparent elections. The
dates for such a visit have not yet been fixed.
