1. (C) Chad U.S. Ambassador Bechir came by this afternoon to
provide me a few more details on the Chad-Sudan peace deal,
on JEM, and on the MINURCAT extension issue, adding that
FORMIN Faki had asked him to do so.

JEM/KHALIL IBRAHIM
--------------
2. (C) Bechir said that Khalil Ibrahim would have to find a
way to be a part of a peace process in Darfur: "He has no
choice, and he knows it," Bechir said. Bechir said that
Khalil had spent three hours with Ghazi in Ndjamena, as well
as with the GOC, so "JEM knows where it stands."
3. (C) Bechir said that the GOC would fly Khalil to the
Chad-Sudan border tomorrow, "and say good-bye to him."
4. (C) Bechir said that Khalil had asked him to try to put
him (Khalil) in contact with SE Gration. Bechir said this
indicated that Khalil knew he had to find a face-saving (if
possible) way back into the Darfur negotiations.

5. (C) Bechir said that Chad was going ahead with plans to
implement the January 15 accords, with President Deby's full
approval, even though personally, "Deby was still very
suspicious of the Sudanese."

6. (C) Bechir said that the GOC was expecting a UN
delegation here January 21 to discuss MINURCAT extension and
GOC objections to MINURCAT operations in its first year.
7. (C) Bechir reiterated that he thought that any "rupture"
could be avoided and that FORMIN Faki "and others" (meaning
Bechir himself) had been working to moderate Deby's position
vis-a-vis MINURCAT in this regard.
