(SBU) In the course of an event for visiting Codel Grayson
(D-FL),Chadian officials in the Ministries of Environment
and Social Action have acknowledged that the perceived need
for solidarity with the G-77 position that "Copenhagen was a
failure with respect to Kyoto" is the reason for Chad's
refusal thus far to associate itself with the Copenhagen
Accord. Embassy reiterated, per Ref A and previous, that
funding for projects in areas potentially including
assistance to halt Lake Chad's shrinkage, deforestation in
Chad and other local effects of climate change would depend
in part on passage of the Copenhagen Accord. Our Chadian
contacts acknowledged that they were aware of this, and said
that in some respects they regretted the G-77 position as
unpragmatic. They described their stance within the G-77 as
not one of leadership, but added that they were doing what
they could to get the group to see the wisdom of joining the
Accord.
