(U) Ambassador Avant delivered reftel points to Prime Minister Hubert Ingraham January 27. PM Ingraham said The Bahamas will associate with the accord "without fail and without delay." Ingraham thanked the Ambassador for President Obama's presence at the conference, noting that his contribution was "absolutely essential," and there would be "no possibility that [the Conference of Parties] would have reached an agreement without his participation." Ambassador Avant urged Ingraham to encourage other CARICOM members to associate with the Accord. Ingraham said he believes that "almost all" of the CARICOM nations would associate.
