1. (SBU) This is an action request for human rights
verification required by the Leahy Amendment; see paragraph 2.
2. (SBU) The Embassy requests the Department's assistance in
performing human rights vetting for:
AL-RAWAHI, ZAKI YAHYA YOUSEF (DOB 11-17-1977; Omani passport
#00753797)
Of the Chief of Staff of the Sultan's Armed Forces (COSSAF) who
intends to travel to the United States on or about July 8, 2010 to
August 27, 2010 under the Counterterrorism Fellowship Program
Fiscal Year 2010. Embassy Muscat has found no information of any
kind that this individual has committed human rights violations.
