His preliminary reaction was that all activities leading up to FMCT negotiations should take place within the Conference on Disarmament. He warned that otherwise the FMCT might "go the way of the landmine convention," during which side meetings led to some states drafting text and others left only to agree or disagree. He added that, particularly in the nuclear area, this could lead to the formation of other negotiating bodies "without our intent." Based on previous experience, Boluchev judged that the GOR would not welcome approaching Pakistan jointly with other governments, but acknowledged he did not know what the GOR's position might be on a possible bilateral approach.
