SUBJECT: URUGUAY will associate with the Copenhagen Accord

1. On February 1, advisor to the Minister of Housing, Land Use,
and Environment Daniel Rueda informed post that URUGUAY would
submit a diplomatic note stating its association with the
Copenhagen Accord. President Vazquez approved the association last
week, and the note will be sent after other ministers are informed
at the February 1 cabinet meeting.
2. The GOU will not be submitting emission reduction targets at
this time, but has already made commitments to diversify its energy
matrix to include more renewable energy. With a high level of
forestation and low levels of population and industrialization,
Uruguayan net emissions are low and some years even negative.
Nevertheless, URUGUAY is highly affected by the impacts of climate
change, and committed to both mitigation and adaptation measures.
