(S) Post delivered referenced demarche to the Secretariat of
Foreign Relations (SRE) and the Secretariat of Hacienda and Public
Credit (SHCP) on 8 February. Econoff spoke with Director General
for Global Issues Maria del Socorro Flores and Director for
Anti-Terrorism Cooperation Liliana Lopez Ortiz at SRE and with
Deputy Director General for Financial Analysis Christian Carreon at
SHCP on 10 February. SRE is consulting among GOM security agencies
for information to corroborate the USG-provided data on Al-Dari but
does not believe the GOM will have information on file. SRE
explained that the GOM's default position when it does not have its
own data on an individual is to neither obstruct nor support
submission to the United Nations 1267 Committee. Once the
committee lists Al-Dari, SHCP promised to quickly disseminate news
of his inclusion to Mexican financial institutions, in accordance
with standing procedure.
