(SBU) On January 21, Ambassador Robert Nolan delivered reftel's
points to the Ministry of Foreign Affairs' Deputy Principal
Secretary T. P. Lekhela. (Note: All cabinet ministers are on a
GOL retreat until Friday, January 22. End note.) The Ambassador
noted that Lesotho had been very active on the issue already, as
the current speaker for the LDC group. Lekhela stated that they
were aware of the need for association with the Accord and noted
that there had been quite a bit of activity around the issue, as
the UN Secretary General had spoken with Lesotho's Permanent
Representative to the UN, as well as the representatives of
Nepal and Bangladesh, urging them to associate with the Accord
and to encourage their "constituents" to do so, as well.
(Comment: Post interprets "constituents" to mean other LDCs. End
comment.) Lekhela stated that he was confident that the GOL
would complete the association before the end of the month.
