1. Summary: Due to the rotation of 4 of our 9 State positions,
Maseru anticipates unavoidable staffing gaps this summer 2010.
Critical among these include the Ambassador's OMS and our IMO.
Post will also require consular assistance during the June-July
World Cup in South Africa. End Summary.


2. Maseru requests TDY assistance to cover an unavoidable
staffing gap for the Ambassador's OMS position beginning early
August, when the current incumbent rotates to her onward
assignment. This gap will last until such time as a new Chief
of Mission is appointed and his/her OMS position has been
filled. Our current OMS will remain at post until the latest
opportunity before her required home leave and subsequent travel
to her new post. We will know more about the arrival of her
successor when a new COM is designated. Since this position is
post's only OMS, TDY OMS coverage will be crucial to assist with
the plethora of executive office management issues during this
transition.


3. Post also requests assistance to cover our single IMO
position when he takes his R&R during the August time frame. A
similar arrangement was made last year, again an unavoidable
circumstance since we have only one IMO position.


4. Post will work directly with CA/EX to request adequate
consular coverage during this summer's soccer World Cup in South
Africa.


5. Post understands the bureau's resource constraints and
greatly appreciates the support we continue to receive from the
bureau.
