SUBJECT: EAC MEETS TO REVIEW VISAS VIPER ISSUES

1. (SBU) As instructed in ref A, Embassy Maseru's EAC met on
January 13, 2010, to discuss terrorism and Visas Viper issues.
The meeting was chaired by DCM Elizabeth Power, and in
attendance were Ambassador Nolan, RSO, PD/Econ/Pol Officer, GSO,
IMO, CLO, Exec OMS, MCC, CDC, and Peace Corps. The EAC reviewed
the purpose of the Visas Viper program and the procedures
outlined in ref B and agreed to ensure that all relevant
guidelines will be followed in the event of any Visas Viper
reporting originating at post.
2. (U) Post's Consular Officer is currently on R&R and the
consular workload is being handled by the PD/Econ/Pol Officer in
the interim. DCM will review both reftels with the Consular
Officer upon her return to post on January 19, 2010.
