¶1. (C) A/DCM delivered demarche points contained in reftel to
MFA Director of the America's Section Maria Isabel de Resende
on 20 January, 2010. A/DCM emphasized United States concerns
over the Angolan energy firm Sonangol's announced energy deal
with Iran, and the possible ramifications under the Iran
Sanctions Act (ISA),as articulated in reftel. Resende
offered no immediate comment, but assured A/DCM that she
would relay the Department's concerns to the highest possible
level for proper consideration.
¶2. (C) Post will raise this critical issue with the
Presidency through Diplomatic Advisor Carlos Fonseca, and
with other senior officials to ensure that the GRA
understands the implications of this deal.
