1. (C/NF) On January 20, the Portuguese Immigration and
Border Service (SEF),which is administering the resettlement
of two former Guantanamo detainees (Syrian nationals Muhammad
Khantumani and Moammar Dokhan) who were tranferred to
Portugal in August 2009, provided us a status update.
2. (C/NF) The two individuals are currently living in Lisbon
in two separate apartments. The Portuguese government
continues to provide them support in their integration
process, and the two are increasingly able to get out and
interact with Portuguese citizens. The two are monitored
24/7 by Portuguese security officials. They are learning
Portuguese in a private school and they have visited mosques
in the Lisbon area. The two are in touch with their families
abroad, and they are generally in good spirits. Mr.
Khantumani, with help from the Portuguese Red Cross, has made
phone calls to his uncle who remains at Guantanamo.
3. (C/NF) To date, there have been no incidents that have
caused any concerns for the Portuguese government.
