¶1. (C) POLOFF delivered reftel demarche on February 25 to MFA
Director for OAS Affairs Carlos Ortega. Ortega expressed interest
in USG plans to raise issues of concern at the March 3 Permanent
Council meeting, and said he would consult with his colleagues
regarding reftel talking points. Post will report any further
response via septel.
¶2. (C) Ortega and several other MFA contacts also denied rumors
that the GOP would nominate outgoing Peruvian PermRep Maria Zavala
for the SYG position, and said it appears current SYG Jose Miguel
Insulza will remain the only candidate.
