Charge delivered reftel demarche on January 26 to Peruvian Environment Minister Antonio Brack, who had led Peru's delegation to COP-15 in Copenhagen. Vice Minister Rosario Gomez Gamarra, Brack's chief of staff Patricia Fernandez-Davila, and International Cooperation Director Jose Antonio Gonzalez also participated in the meeting. ¶2. Brack and Gomez said Peru would submit its letter of accession to the Copenhagen Accord on January 31. In a separate letter, Peru would request clarification of questions relating to financing. One question is what the designation of island states, African countries and least developed countries as recipients of financial transfers might mean for Peru. Brack said Peru is developing a National Adaptation Plan for Climate Change, but estimates that it will need $420 million per year for adaptation and mitigation measures. These funds would go toward preservation of the rainforest, reforestation, development of renewable energy sources, creation of adaptive mechanisms for water supplies, and climate change monitoring systems, among other initiatives. Brack said Peru would also ask what supervisory mechanism there would be for financial measures, and would request specifics on how to access the prompt start financing of $30 billion over the next three years. ¶3. Brack said Peru would also submit information on actions it intends to implement under Appendix II of the Copenhagen Accord.
