1. (C) During a January 25 call on Deputy Prime Minister and
Foreign Minister Shaykh Dr. Mohammed Al Sabah, A/S Feltman,
accompanied by the Ambassador, acknowledged strong USG
concern about increasing insecurity in Yemen and noted USG
intentions to increase security and development assistance
there, with an emphasis on support for political and
developmental dimensions, as well as for security. A/S
Feltman said he would participate in the January 27 and 28
session on Yemen and Afghanistan in London (reftels). Dr.
Mohammed responded that he would also be present for the
London meetings and looked forward to engaging the Secretary
on these subjects.
2. (C) Polcouns separately on January 25 delivered ref A and
B points to Abdulla Al-Mowed, Counselor in MFA's Department
of GCC Affairs. Al-Mowed said he would ensure that the FM's
office received the substance of our demarche points prior to
his departure for London. Al-Mowed said that, as Kuwait is
GCC Chair in 2010, the FM will represent the GCC as a whole
in London, not just Kuwait.
