(SBU) Action request: Post received a diplomatic note from the Ministry of Foreign Affairs' (MFA) Office of International Organizations requesting support for the GoK's official application for membership to the International Telecommunications Union (ITU) during the Oct. 4-22, 2010 elections in Veracruz, Mexico. Post is attaching the statement from the Ministry of Communication that went out to all permanent mission members of the ITU. Please provide guidance on our response to this request for support. (U) Begin Text of Ministry of Communication Note: The State of Kuwait presents its compliments to the permanent missions of the member states of the International Telecommunication Union and has the honor to inform the latter that the government of the State of Kuwait has decided to present its candidature for re-election on the ITU council during the elections which will be held during the Plenipotentiary Conference of the ITU (PP-10),in October 4-22/10/2010, in Veracruz, Mexico. Kuwait has been a member of the union since 1959. Kuwait was elected the first time to the ITU council at 1982 (Nairobi). Kuwait is considered as an active participant in all of the ITU sectors. Kuwait has supported and funded the ITU Development (ITU-T) activities since it first joined the union. As for the informatics, Kuwait is considered to be as one of the first countries who supported this trend and contributed to its development. Kuwait is currently preparing a plan to develop the telecommunications of various kinds to go along with the coming generation of technology and to prepare tenders and start executing them.
