1. Pursuant to reftel request, Econoff contacted the office
of the Principal Assistant Secretary (PAS) for Procurement
within the Malaysian Ministry of Defense (MOD) regarding the
sale of 48 Detroit diesel engines (model 5063-539H, rated 305
BHP) for armored vehicles. Econoff was referred to PUAN Zai,
the personal assistant to PAS HATON Bibi Binti Abdullah, and
then again referred to Major FAZLI, who works for PAS Haton.
Fazli confirmed that the MOD in December 2009 received 48
engines (Econoff did not inform them on the number of
engines, and Fazli reported the correct number) and then
transferred the engines to the Malaysian company cited in
reftel, DEFTECH DRB-HICOM Defense Technologies Sdn Bhd.
Fazli said that DEFTECH is installing the engines in new
armored vehicle kits manufactured by FNSS Defense Systems, a
Turkish defense company.
2. The information provided by Fazli and the PAS office
track with reftel information, which appears to be a
legitimate transaction and that the items are being used for
the purpose stated on the license.
3. For the record, the phone number provided in reftel for
the office of the PAS was incorrect. The correct number is
03-2071-5710.
