1. Pursuant to reftel request, Econoff in early and
mid-January contacted the Royal Malaysian Police Narcotics
Division (RMPND) regarding the 01 November 2006 export of 10
sets of night vision devices (NVDs),specifically the
AN/PVS-7B Style Gen III FOM 1250 model goggles. The point of
contact listed in reftel -- Mr. KHAIRUL Naim Bin Adham -- was
helpful but unable to verify that the goggles were controlled
by the RMPND. Khairul several times said that all 10 sets of
the goggles were being used by "the special unit", but he was
unwilling to indicate whether this is a unit within RMPND.
It is possible that Khairul was referring to the intelligence
arm of the RMP, known as the RMP Special Branch (RMPSB),
although he would not confirm this to Econoff.


2. In addition, and not surprisingly, neither Khairul nor
his unnamed supervisor were amenable to a site visit - an
office that RMP would be hesitant to show a U.S. Embassy
official. Per reftel suggestion and in lieu of a site visit,
Econoff asked for a fax to demonstrate RMPND's compliance, or
not, that the NVDs were in their possession. Khairul was
very amenable to assisting in this manner and did send
Econoff a two-page fax, but unfortunately it was only pages
from a manual (or webpage) that described NVDs, and not a
confirmation (or lack thereof) of RMPND's control of the
NVDs.


3. With the goals as specified in reftel, we are unable to
attain written or official confirmation regarding RMPND's
control of the NVDs. However, for the record, Khairul was
helpful and appeared to assist Econoff within the boundaries
of his duties.
