1. (U) In response to reftel, Econoff delivered demarche talking
points to the Chief of Staff to the DRC Minister of Transport
Ernest Ilang'Ikwa on February 3 and the DRC Minister of Transport
Mathieu MPita on February 4.
2. (U) Mpita stated that on February 3, he signed a circular on
road safety measures, which includes a ban on the use of cell
phones while driving in the DRC (Circular No.
409/CAB/MIN/TVC/003/2010). He then provided econoff with a copy of
the circular. He added that later in February 2010, the Ministry
of Transport will launch a radio and TV public awareness campaign
alerting the public about the dangers of distracted driving.
3. (U) The Ministry of Transportation promised to send statistics
on injuries and fatalities connected to traffic accidents caused by
distracted driving, which Embassy will forward septel.
