OFFERS FOR HAITI

1. (U) Per reftels, Emboff delivered demarche on humanitarian
assistance offers for Haiti to Government of Jamaica (GOJ) Minister
of Information Daryl Vaz on the morning of January 19. Vaz
reported that the Secretary had met briefly with Prime Minister
Bruce Golding and Foreign Minister Kenneth Baugh during her
stopover in Kingston en route to Port-au-Prince on January 16, and
that Jamaica's relief efforts toward Haiti had been the primary
topic of discussion.
2. (U) Vaz noted that the GOJ had requested JMD 12 million (USD
134,228.19) in USG assistance to fund the Jamaica Defence Force
(JDF)'s rescue and recovery operations in Haiti, but had yet to
receive a response. The GOJ will likely also require financial
assistance to house and care for Haitian refugees if, as appears
likely, any arrive in Jamaica.
3. (U) Post will convey any additional GOJ offers of assistance to
recovery efforts in Haiti.
