1. (C) POLOFF delivered reftel demarche on the January 28
London Conference on Afghanistan to Hikmat Moeljawan, Deputy
Director for South and Central Asian Affairs at the
Department of Foreign Affairs on January 25. POLOFF
underscored the importance of strong international support
for the Afghan government in key areas such as reintegration
of insurgents who renounce violence, training of the Afghan
security forces, development and governance assistance, and
international civilian coordination. POLOFF urged Indonesia
to support these goals and asked Moeljawan if Indonesia
planned to make any announcement at the conference.
2. (C) Moeljawan affirmed Indonesia's strong support for the
Afghan government and said that Foreign Minister Marty
Natalegawa looked forward to participating in the conference.
Moeljawan said that senior GOI officials continued to review
Indonesia's Afghanistan policy and have not yet reached a
consensus on any possible announcement at the London
conference. Indonesia continues to review possible training
for the Afghan police, and GOI officials are awaiting
President Yudhoyono's order to move forward with that plan.
Additionally, Moeljawan noted, Indonesia remains committed to
continuing to provide the Afghan government with capacity
building assistance in agriculture, education and health care.
