1. (SBU) On 4 February EconOff delivered reftel demarche to
Secretary of Environment Kamran Lashari and Umeed Khalid, Ministry
of Environment Wildlife Conservator. Khalid anticipated that
Pakistan would be able to "generally" support USG submissions at
CITES COP-15, but acknowledged that the GOP is pressured by other
governments in the region on some of the issues, most notably the
shark proposals. (Comment: Khalid was almost surely referring to
China. End comment.)
2. (SBU) The GOP is eager to garner support from the United States
as it works to retain its 12 trophy hunting licenses at CITES
COP-15. Pakistani trophy hunting licenses often auction
internationally for upwards of $80,000 per license and are also
arguably one of Pakistan's most successful conservation tools.
Proceeds from the licenses are returned to the villages in which the
hunting takes place, giving villagers a large financial incentive to
protect valuable animals in the region. Khalid said Pakistan has no
intention to increase the number of licenses.
