SUBJECT: Guatemalan Response for Force Generation Issues to Reinforce
the UN Peacekeeping Mission in Haiti: MINUSTAH

1. In response to reftel, post received the following information
from the Guatemalan Chief of the National Defense Staff General
Juan Jose Ruiz Morales. Responses are keyed to reftel questions.
a. Firmness:
What is the status of each country's offer?
The Government of Guatemala (GOG) is prepared to deploy 50 military
police officers (MPs). The GOG is currently awaiting confirmation
of UN-sponsored airlift from the UN Department of Peacekeeping
Operations in New York. General Ruiz noted that it would be more
realistic for the Guatemalan troops to deploy in accord with the
scheduled change in rotation around March 25. In total, the GOG
would deploy 113 peacekeepers plus 50 military police for a total
of 163 personnel for approximately eight months.
What kind of unit/specialization, and what numbers?
The unit would be composed of 50 MPs.
b. Sustainability:
How long would these forces be prepared to remain in Haiti?
The MPs are prepared to remain in Haiti for the duration of the
8-month MINUSTAH rotation, beginning around March 25.
c. Lift:
Do they have sea and/or airlift capacity? What would need to be
done in order to speed their deployment?
The GOG anticipates using UN-sponsored airlift to transport the 50
MPs to Haiti. Speeding up the deployment depends on airlift
availability.
d. Enabling:
What training or equipment do the forces require to be
self-sustaining and effective?
None, they are trained and currently completing medical clearances.
They would live with the Guatemalan MINUSTAH contingent (currently
at 113 personnel). General Ruiz stated that although the quarters
would be near capacity, he argued that his troops are used to
difficult living conditions and could put up a tent, if necessary.
e. Arrival:
When would the forces be operational in Haiti?
