3. (S) During the last meeting of the Notifications Working Group
for Session VII, held at the U.S. Mission on December 17, 2009, the
sides discussed Sections VI (Notifications Concerning Inspections
and Exhibitions) and VII (Notifications Concerning Additional
Messages and the Bilateral Consultative Commission (BCC)) of the
U.S.-proposed Joint Draft Text of Part Four of the Protocol to the
Treaty, Notifications. The Russian side provided new language for
incorporation into the Joint Draft Text, and Mr. Siemon and Mr.
Smirnov agreed on text in numerous sections. End summary.
4. (U) SUBJECT SUMMARY: Section VI - Inspections and Exhibitions

SECTION VI - INSPECTIONS AND EXHIBITIONS
--------------
5. (S) Siemon noted that Section VI was difficult to agree upon
because many inspection-related issues still needed to be resolved
in the Inspection Protocol Working Group (IPWG). Nevertheless, he
asked that the sides begin discussing Section VI. Siemon asked Col
Ryzhkov if the Russian side would provide information on strategic
offensive arms (SOA) departing their production facilities at
Votkinsk. Ryzhkov replied that the decision to provide the U.S.
side information on SOA leaving the production facility at Votkinsk
was at the political level, but it was his view that language
related to this should be located in the Protocol and not the
Treaty.
6. (S) Ryzhkov indicated to Siemon that he had received the
Russian language version of Sections VI and VII the night before
and did not have enough time to study the sections thoroughly. To
that end, Ryzhkov told Siemon that all issues discussed at the
meeting would need to be taken back to the Russian delegation for
consideration.
7. (S) The two sides discussed paragraphs 1-8. Minor grammatical
and formatting changes were made and both sides agreed that the
changes should be captured before the negotiating session ended.
8. (S) Siemon proposed deleting paragraph 6, a notification on
objecting to aircrew members currently on the list of inspectors as
it was captured under paragraph 4. Ryzhkov accepted the proposal.
9. (S) Ryzhkov stated that Russian positions on notifications
would be further clarified in a future paper, to be delivered to
the United States while the delegations were on break from the
negotiations.
