Place: U.S. Mission, Geneva -------------- SUMMARY -------------- ¶3. (S) At the Inspection Protocol Working Group (IPWG) meeting chaired by Dr. Warner and Colonel Ilin on February 25, the sides continued their work on Section VII, covering paragraphs 1 through ¶4. Warner provided Ilin with a copy of an updated U.S.-proposed Joint Draft text for Section VII (Type-2 Inspections). Discussion followed on the differing interpretations regarding Type-2 inspections at Votkinsk and Piban'shur. ¶4. (U) Subject Summary: Another Visit to Paragraph 1; Proposals on Piban'shur; Modifications Ensue to Paragraph 2. -------------- ANOTHER VISIT TO PARAGRAPH 1 -------------- ¶5. (S) Ilin opened by proposing the two sides continue discussion of Section VII (Type-2 Inspections),starting with paragraph 1. Warner provided Ilin with the Russian and English versions of an updated U.S.-proposed Joint Draft Text for Section VII (Type-2 Inspections). Ilin agreed with the principles outlined in the U.S. text added to paragraph 1, with a few minor modifications. He requested that the term "also" remain in brackets, as Russia and the United States still had differing interpretations as to the scope and scale of Type-2 inspections at conversion or elimination facilities. Warner agreed to look at the reference to Part Four on notifications to see if it was indeed needed in this paragraph. The new text ran as follows: Begin text: "1. Each Party shall have the right to conduct Type-Two inspections at ICBM loading facilities; SLBM loading facilities; storage facilities for ICBMs, SLBMs, and mobile launchers of ICBMs; repair facilities for ICBMs, SLBMs, and mobile launchers of ICBMs; test ranges; training facilities; and conversion or elimination facilities for deployed heavy bombers. The purpose of such inspections shall be to confirm the accuracy of declared technical &
#x000A;characteristics and data specified for such facilities, on the numbers and types of non-deployed ICBMs and non-deployed SLBMs, first stages of ICBMs and SLBMs, non-deployed ICBM launchers, and deployed heavy bombers. For conversion or elimination facilities which contain eliminated ICBMs, eliminated SLBMs, eliminated mobile launchers of ICBMs, or converted heavy bombers equipped for E non-nuclear armaments that are subject to inspection in accordance with the provisions of Part Three of this Protocol [and notifications provided for in Part Four of this Protocol]1, the purpose of such inspections shall [also]1 be to confirm, as applicable, the results of conversion or elimination of such items." End Text. -------------- -------------- PROPOSALS ON PIBAN'SHUR -------------- -------------- ¶6. (S) A lengthy discussion followed outlining the differences in the U.S. and Russian interpretations of a Type-2 inspection at a conversion or elimination facility, specifically Votkinsk and Piban'shur. Ilin stated his view that these inspections should not interfere with the technical elimination processes underway and pointed out that the site diagrams of these two facilities would likely be adjusted so that this would not occur. These revisions would remove buildings where this elimination work would be underway, reassigning these buildings to other facilities not subject to inspection or simply omitting them from the site diagram. He mentioned that no non-deployed ICBMs, excepting those already eliminated, would be present at the Votkinsk CorE Facility as all work prior to elimination would be done at the Votkinsk Production facility. ¶7. (S) Ilin did state that mobile launchers awaiting elimination could be present at the Piban'shur CorE facility. Seizing on this distinction, Warner stated that these items "in the pipeline" would be subject to inspection. Ilin countered with what he saw as a compromise, offering that the site diagrams could be redrawn, with all mobile launchers awaiting elimination located at the Piban'shur Storage Facility which is subject to separate Type-2 inspections, and all those having undergone elimination being located at the Piban'shur CorE Facility. -------------- MODIFICATIONS ENSUE TO PARAGRAPH 2 -------------- ¶8. (S) Ilin agreed to delete the Russian proposed subparagraph 2(d),as the U.S. had incorporated this idea into subparagraph 2(a). Ilin stated that he would have the Russian translators review the final language to make sure everything was in agreement following this merge. ¶9. (S) Ilin and Warner agreed to modify the language in subparagraph 2(b) in an effort to combine the Russian and U.S. proposed language. The Russian text on confirming the reconversion of converted SLBM launchers remained in brackets. Following the revisions, text read as follows: Begin text: "(b) designated ICBM bases and submarine bases, in the event that eliminated silo launchers of ICBMs or converted SLBM launchers installed on submarines located at such bases are subject to inspection in accordance with the provisions of Part Three of this Protocol. The purpose of such inspections shall be to confirm that such launchers have been eliminated or converted, the elimination of silo launchers of ICBMs or the conversion of specified SLBM launchers in accordance with Part Three of this Protocol [, or to confirm that the converted SLBM launchers were not reconverted and are incapable of launching SLBMs]2. During such inspections, no other items or portions of such ICBM bases and submarine bases shall be subject to inspection." End text. ¶10. (S) Following a short discussion, the sides agreed to keep the Russian-proposed subparagraph 2(c),referencing the scope and scale of inspections at Votkinsk and Piban'shur, in brackets. Regarding the Russian-proposed subparagraph 2(e),on inspections to confirm that silo launchers of ICBMs converted to launchers of anti-missile defense systems have not been reconverted, Warner argued that this would be dealt with in the Agreed Statement being negotiated regarding the converted ICBM launchers at Vandenberg AFB, and the text remained in brackets. Ilin agreed to rewrite the language so that Vandenberg Air Force Base would be specified in this subparagraph. ¶11.
