1. (U) Per reftel, Embassy delivered the demarche on distracted
driving on January 29 by diplomatic note to the Ministry of
Foreign Affairs and provided a non-paper containing the key
issues of concern. The Ministry did not have immediate answers
to the questions posed in the demarche. Post will report any
substantive response septel.
