1. Poloff discussed reftel points January 25 with Ministry of
Foreign Affairs Director of Multilateral Relations Mariam Ahmed
Goumaneh. Goumaneh indicated that while the GODJ was concerned
about road safety, the specific issue of text messaging while
driving had not been addressed in Djibouti. She said that the GODJ
currently had no plans to address this issue.
2. Djibouti has no laws forbidding text messaging while
driving. Law enforcement officials have no records on reported
accidents due to talking on the phone or text messaging while
driving. Djibouti Telecom, the state-run telecommunications
monopoly, reports 130,000 mobile telephone subscribers in the
country, or an estimated sixteen percent of the total population.
