(U) VISA VIPERS ¶2. (U) The VISA VIPERS Committee chaired by DCM Wong convened February 1, 2010. Representatives from POL, RSO, ORA, PD, CONS, DAO, NCIS, and MGT were in attendance. ¶3. (S/NF) All reported no submissions for VISA VIPERS, with the exception of GRPO. ¶4. (S/NF) The following information is provided for watchlisting purposes as the Department and the National Counterterrorism Center (NCTC) deem appropriate. We suggest that the following individuals be included in the TSA No Fly security directive for release to U.S. and foreign carriers as they may pose a threat to civil aviation in the U.S. or abroad: (SBU) Name: Abdi, Sid Ali Ibrahim Alias: Sayd DOB: 1969 POB: Adado, Somalia Father: Ibrahim Abdi Mother: Asha Mohamed Passport Number: 01272170 Physical Description: Eyes: Black, Hair: Black, Race: Black, Height: 1.80 meters (SBU) Name: Mohamud, Amir Abdiaziz Alias: Camir DOB: 1982 POB: Marka, Somalia Father: Abdiaziz Mohamud Mother: Zahra Isse Passport Number: 0821383 Physical Description: Eyes: Black, Hair: Black, Race: Black, Height: 1.75 m (SBU) Name: Dirie Awaleh, Abdisalam DOB: 1958 POB: Mogadishu, Somalia Father: Dirie Awaleh Mother: Salado Abdulle Son: Abdifitali Abdisalam Dirie, DOB: 1996 Passport Number: 01067106 Physical Description: Eyes: Black, Hair: Black, Race: Black, Height: 1.75 m ¶5. (S/NF) Government of Djibouti security officials provided GRPO with copies of these individuals' passports. All three individuals were expelled from Djibouti to Somalia and are believed to be associates of a known Al-Shabaab member. GRPO sent a watchlist request as "other" on January 25, 2010. ¶6. (SBU) Local check of the Consolidated Consular Database indicates no record of visa issuance for either individual. Recipients are requested to recheck CCD to verify. ¶7.
