Meeting on January 26, the Ambassador briefed Timorese Foreign
Minister Zacarias Albano da Costa on USG assistance to Haiti.
The Foreign Minister was duly impressed by the `massive' U.S.
response and highly complimentary of the ongoing USG relief
efforts. Asked about Timor-Leste's plans with regard to Haiti,
Albano da Costa confirmed press reports that the Council of
Ministers had approved a generous donation of USD 500,000.
Noting that Timor-Leste feels it has been `blessed' with its
modest oil and gas resources, da Costa explained that
Timor-Leste feels that it has a responsibility to assist other
countries beset by natural disasters as it did recently in the
case of the disasters in the Philippines and Samoa (Note:
President Ramos-Horta is also on record justifying such largesse
by explaining that Timor-Leste has long been the beneficiary of
assistance from the international community and now has an
obligation to assist other countries). The Ambassador urged da
Costa to consider routing its assistance through the UN OCHA.
Admitting that the GOTL had considered providing the funds
directly to the Haitian government, the Foreign Minister thanked
him for the suggestion and promised to look into it.
