FORMAL REQUEST FOR USG AIR SHIPMENT OF CATERPILLAR GENERATORS

As anticipated in Reftel, the Government of Zanzibar sent the Mission a formal assistance request as follows. ¶2. The Ministry of Finance and Economic Affairs of the Revolutionary Government of Zanzibar (RGoZ) presents its compliments to the Embassy of United States of America in Tanzania for the endured support including on the above subject. I have the honour to refer you to the meeting held at the Royal Norwegian Embassy offices in Dar Es Salaam on 21st January 2010 where it was agreed that separate formal requests for financial support be submitted by the RGoZ to each interested development partner supported with (i) draft purchase agreement between ZECO and the supplier, MIS MANTRAC Tanzania Ltd; (ii) details of the mode of operations of the Rural Electrification Project's PMU; and, (iii) the revised project implementation schedule. ¶3. Unfortunately, the negotiations between ZECO and MANTRAC have taken longer than initially anticipated. However, I am now delighted to inform you that the duo have reached a firm understanding. ¶4. I therefore attach herewith the draft agreement between ZECO and MANTRAC, with signed letter of acceptance, and other documents as agreed. You will notice that the implementation schedule has two options depending upon availability of support from other sources for financing the airlifting. ¶5. As you are aware, several development partners, including Norway, Sweden and UK (DfID),have pledged, as a consortium, to support this endeavour. The United States promised to consider assisting in airlifting of the generator sets from Belgium to Dar Es Salaam. ¶6. By this letter, therefore, we formally request the USA Embassy to assist in airlifting the 32 units of generator sets from Belgium to Oar Es Salaam with a view to expedite their installation and commissioning so as to assist in relieving the impact of the ensuing power crisis in Zanzibar and provide ack-up thereafter. It is my hope that the documentation herewith attached suffices for processing of our request for support on this crucial matter. ¶7. The Ministry of Finance and Economic Affairs of the Revolutionary Government of Zanzibar uses this opportunity to renew to the Embassy of the United States of America in Tanzania the assurances of its highest consideration. ¶8. The location of the major equipment as follows: Generators: 32 Units Caterpillar XQ1 000 (20ft container size) L(6.058m) x W(2.47m) x H(2.90m) WEIGHT(15,240kg). All 32 units are stock at DHL Antwerp -Belgium as below address 16 units Transformers: L(2m) x W(1.95m) x H(1.8m) WEIGHT(6,000kg). A11 16 units are currently in our warehouse in UK can be either collected from UK or can be shipped by truck and consolidated with the generators to be all picked up from Antwerp Belgium. LENHARDT
