¶1. (SBU) We delivered reftel demarche to Deputy
Foreign Minister Natalia Gherman on January 20.
Gherman told us that the GOM intended to align
with the EU position, but had concerns regarding
the costs for Moldova of association with the
Accord. She said that the Ministry of Environment
was currently assessing the issue, and promised to
let us know shortly the GOM's official response.
¶2. (SBU) On February 8, we received a copy of a
letter, dated January 29, from Minister of
Environment Gheorghe Salaru to UNFCCC Executive
Secretary Yvo de Boer, expressing the GOM's
willingness to associate with the Accord.
