¶1. (SBU) On January 27, Polcouns delivered ref a demarche
and non-paper on U.S. assistance to Haiti to the Venezuelan Foreign
Ministry's Director of North American Affairs, Yaneth Arocha.
Polcouns also provided a copy of our January 26 diplomatic note
strongly protesting the inclusion on Venezuelan government websites
of allegations that the United States caused the Haitian earthquake
through the testing of a purported new earthquake weapon (refs b
and c).
¶2. (SBU) Arocha said the Foreign Ministry would review the
non-paper and diplomatic note and provide an official response.
