1. (S/NF) Australia will likely join the U.S. and other
nations in questioning the PRC over the January 11 ballistic
missile intercept (ref A). Charge, GRPO, and Pol/Econ
officers briefed National Security Advisor Duncan Lewis on
the test on January 12. Charge described the general tone
and tenor of our approach to Beijing. Lewis thanked us for
the technical detail on the test itself and agreed that it
indicated a major "next step" towards development of a
functioning and effective anti-satellite capability. Lewis
said he would need to brief PM Rudd and other senior
Ministers, many of whom would not be available until January
17, but expected no real problem with Australia following up
with a demarche of its own in the same general inquisitive
tone. Lewis said they would call in PRC Ambassador Zhang
Junsai and also call on authorities in Beijing to better
understand the motives for the test.
