Baekelandt said the GOB was well aware of U.S. commitment to the integrity of the sanctions list and expressed confidence in the U.S. review of the Tranche 4 names. Baekelandt expressed gratitude for U.S. cooperation in developing a review procedure that dealt with the concerns of European courts that resulted in UNSCR 1904. ¶2. (C) Baekelandt provided additional information on the reftel name: Tarek Ben Habib Ben Al-Toumi Maaroufi(QI.A.74.02). Maaroufi was released in early 2008 as noted in reftel. He received a conditional release under electronic surveillance. He did not adhere to the conditions and was incarcerated again in June 2009. Baekelandt said he would send a message the Belgian UN delegation to provide this info to the president of the UN sanctions committee and the Italian and American delegations. ¶3. (C//NF) Baekelandt referred to a Belga dispatch dated November 12, 2009 that stated Maaroufi's Belgian nationality was revoked by a court in Ghent on January 26, 2009. Baekelandt said he would not report this information to the sanctions committee, because the administrative procedure to revoke his nationality has not been completed almost a year later. Maaroufi remains listed in the National Register of Belgian citizens, and still holds Belgian nationality, at this time. EASON .
