1. (U) Per reftel, Post has sought responses from the governments
of Antigua and Barbuda, Barbados, Dominica, St. Kitts and Nevis,
St. Lucia, and St. Vincent and the Grenadines.
2. (U) In St. Vincent and the Grenadines, there is no specific law
penalizing cell phone use while driving, though police have charged
drivers on occasion for doing so, usually for "driving without due
care and attention." Similarly, for Barbados, police have been
known to stop drivers to advise against using handheld devices
while driving, even though there is no specific law banning
cellular telephone use behind the wheel.
3. (U) Reponses from Antigua, Dominica, St. Kitts and Nevis, and
St. Lucia will be sent septel once received.
