(U) Colombia's Ministry of Foreign Affairs delivered a diplomatic note dated February 11 to assign 99 weekly frequencies for Avianca, AIRES and Aerorepublica airlines. A copy of the diplomatic note and accompanying letter from AeroCivil has been emailed to DOT and EEB/TRA/AN. The unofficial translation of the note is as follows: ¶2. (U) BEGIN UNOFFICIAL TRANSLATION: The Minister of Foreign Affairs Office of the Vice Minister salutes the Honorable Embassy of the United States of America, and refers to the Air Transport Agreement between the United States of American and the Republic of Colombia dated October 24, 1956 and to the understanding and related amendments to the Agreement of 1956, effected by the exchange of notes in Bogota on August 11, October 11 and November 22 of 2000; according to the amended and extended ("2000 Agreement") and the amendment to the understanding and other amendments effected by the exchange of diplomatic notes between the Embassy and the Ministry of Foreign Affairs in Bogota on the 28th of September 2007, the 16th of October and the 28th of November 2007 and the 29th and 30th of December 2009. I would like to inform you that the Government of Colombia wishes to update the assignment of 99 weekly frequencies, established for passenger, mail and cargo services between Colombia and the United States, which remain the following: AVIANCA - 74 weekly frequencies AIRES - 18 weekly frequencies AEROREPUBLICA - 7 weekly frequencies The Ministry of Foreign Affairs takes this opportunity to reiterate to the Embassy the assurances of its highest regards.
