1.4 (B) AND (D).
1. (S) Post delivered reftel points on NATO contingency
planning to MFA NATO Office Director Bernhard Schlagheck and
Deputy Director Gunnar Denecke on February 3. Schlagheck
claimed that assertions in a recent article of the Economist
-- which specifically named Germany as a early opponent of
expanding the NATO contingency plan for Poland to include the
defense of the Baltic States -- were "simply wrong."
2. (S) While conceding that Germany had "raised some
questions early on" about taking this step, Schlagheck
insisted that Germany was not the "culprit" that the article
made it out to be. He agreed that the contingency planning
should be keep out of the public domain, while relying on
other measures -- especially exercises -- to publicly
demonstrate the commitment to Article 5. Schlagheck said
Germany had initially suspected Polish FM Sikorski as
responsible for the leak to the Economist, but now thought
the source was more likely a non-USG American researcher or
scholar with an ax to grind.
