1. (C) Reftel requested Embassy Berlin's assessment of host
nation sensitivity regarding Navy plans to disestablish the
Fleet Readiness Center Northwest Detachment Expeditionary
Logistics Unit at Sembach (state of Rhineland Pfalz),Germany.


2. (C) Government Reaction. We do not expect a negative
reaction to the proposed action from the German federal
government. Though state and local governments favor
continued U.S. military presence in the area, the scope of
this action is small enough such that little negative
reaction at the local level is expected.


3. (C) Press Response. Interest by state and local media is
possible. However, given the limited expected impact of this
action, media interest should be modest.


4. (C) Economic Impact. The disestablishment of FRC NW DET
ELU in Sembach will result in the loss of nine service member
positions and relocation of twelve dependents from the area.
The scope of this action seems likely to have limited impact
on the local economy, particularly in relation to the very
large U.S. military footprint in the surrounding
Kaiserlautern area. The resulting economic impact should be
minimal.
