(C) On January 4, PolOff conveyed to MFA International Organizations and Conferences Department UN Affairs Division Attache Jiang Bo reftel points soliciting information relevant to the review of the two entities of interest to China, the Benevolence International Foundation and the Eastern Turkistan Islamic Movement, from the 1267 Consolidated List pursuant to paragraph 25 of UN Security Council Resolution 1822. PolOff underscored that the USG viewed each case as unique, and would consider a variety of factors in reaching a decision on whether to support maintaining a listing or to support delisting. ¶2. (C) Jiang affirmed to PolOff January 5 that the PRC supported maintaining the listing of the two entities. On January 15, Jiang Bo handed over Chinese-language documents detailing information pertaining to the two entities. (Scanned copies will be emailed to EAP/CM. Please see summary description below.) Benevolence International Foundation -------------- ¶3. (C) MFA-provided Chinese-language documents pertaining to the Benevolence International Foundation state that the Foundation's license was revoked in 2004 by Gansu province civil affairs department because of its 1267 listing. Eastern Turkistan Islamic Movement -------------- ¶4. (C) MFA-provided Chinese-language documents pertaining to ETIM state that in 2003, the PRC placed ETIM on the PRC terrorist list and that the movement's leader was killed in October 2003 by the Pakistani army. In January 2007, ETIM restarted its activities and increased it membership to over 200, according to the documents. The organization was currently under the protection of al-Qaida and the Taliban. ETIM had ten members in its leadership, according to the documentation, which also provides the name of ETIM's top leader, its military commander and other important members and the locations of its main activity areas in Pakistan and Xinjiang. In recent years, the documents state, ETIM had planned and carried out more terrorist activities, including in the PRC, such as manufacturing and testing bombs, and that ETIM had planned an attack on the 2008 Beijing Olympics. ETIM continuously broadcasted videos of their terrorist activities. ETIM also had planned terrorist attacks on Chinese cities during 60th anniversary celebrations of the PRC, according to the MFA information. HUNTSMAN
