1. (U) Post delivered reftel talking points of CITES demarche
to Tahir Hashimzade from the Ministry of Ecology and Natural
Resources of Azerbaijan at a meeting on afternoon of Friday,
February 19.
2. (U) Hashimzade said that Azerbaijan's plans were to vote
according to our request at the upcoming CITES conference.
To justify his government's decision to support the US on the
talking points, he said that "we don't have these animals,
and you do, so we will vote as you suggest." Hashimzade will
be attending CITES as Azerbaijan's delegate to the
conference, so Post has some confidence that his views will
correlate to Azerbaijan's upcoming votes.
3. (U) Hashimzade said Azerbaijan will only have the chance
to voice its votes in favor of the U.S. proposals once the
conference begins. Hashimzade apologized for the delay and
informed Post that the CITES Secretariat was late in
delivering all proposals to Azerbaijan. Consequently, he
said Azerbaijan was late in delivering responses to proposals
back to the Secretariat.
