(U) THE COMMITTEE IS SUBMITTING INFORMATION ON THE FOLLOWING INDIVIDUALS UNDER THE VISAS VIPER PROGRAM. ¶4. (U) Name: Al Jaff, Sirwan Muhammad Husain (U) PDOB: 10 JAN 1983; Suleimaniya, Iraq (U) ID: Iraqi Passport G2828806, Issue Date: 23 JUN 2009, Exp Date: 22 JUN 2017 ¶5. (S//NF) Justification: Al Jaff is a former detainee and former Titan interpreter who worked for Coalition Forces (CF). He provided sensitive information to Mosul-based Al Qaeda in Iraq (AQI) leaders, to include information on scheduled raids and Coalition Forces vulnerabilities. Al Jaff is associated with multiple Ansar al-Islam (AAI) and mujahideen leaders in Northern Iraq. Al Jaff has had at least 15 contacts with Abu Zacheria, a leader of the Ansar Al Islam. He was detained on suspicion of passing sensitive information to a terror cell. Al Jaff was denied access to all US. military installations on 28 Sep 2009. His former US. military supervisor, COL Michael E. Kurilla, stated the following: "He was personally talking to the top Al Qaeda leader in Mosul and passing them information, times of raids, vulnerabilities of Strykers, TTPs to attack us, etc. Al Qaeda in Iraq (AQI) was even trying to make him a suicide bomber due to the access he had. We intercepted all of this and then when we detained the AQI #3 in Mosul, he confirmed it. We even had a detainee stating he was the greatest threat to Coalition Forces in Mosul based on his base access. This TASK FORCE arrested him and sent him straight to Bucca (Note: Camp Bucca Detention Facility. End Note.). We need to make sure he does not slip through the cracks. He is very smart - speaks 5 languages, has military training." (U) Visa Status: Al Jaff - Al Jaff was granted Chief of Mission (COM) approval to access the SIV program on November 6, 2009 with REF/SIV case number NVCSIV2009148001. COM approval has since been revoked. Post recommends and requests that Al Jaff's BATS biometric data be entered into IDENT as quickly as possible. ¶7. (U) Name: Al Metawti, Muhammad Thair Ibrahim Jazzah (U) PDOB: 25 SEP 1973, Iraq (U) ID: Iraqi National ID 175393 ¶8. (S) Justification: Al Metawti was placed on the National Ground Intelligence Center (NGIC) Biometric Watchlist due to derogatory information which suggests subject poses a threat to Coalition Forces. (U) Name: Al Jabouri, Yahya Khalil Salih Ibrahim Al Jeboury (U) PDOB: 01 Oct 1983 (U) ID: Iraqi National ID 175396 ¶11. (S) Justification: AL Jabouri was placed on the National Ground Intelligence Center (NGIC) Biometric Watchlist due to derogatory information which suggests subject poses a threat to Coalition Forces. He was identified as being part of Sirwan Al Jaff,s network. (U) Visa Status: Al Jabouri - A name, DOB and text search of the Consular Consolidated Database found no records. ¶13. (U) Name: Shareef, Fadil Baqan (U) AKA: Sheref, Phadel Bakan (U) PDOB: 05 MAY 1974, Iraq (U) ID: Passport G065956, EXP 08JUN2016 ¶14. (S//NF) Justification: Shareef, a previously identified Jaish al Madi (JAM) group commander, is said to be attempting to immigrate to the US through marriage to a US citizen. Shareef currently lives in the Idara District, Baghdad. He was placed on the Multi National Division-South (MND-S) Biometric Watchlist on 16 NOV 2009 due to derogatory information. (U) Visa Status: Shareef - Despite reports that Shareef has applied for a visa, a name, DOB and text search of the Consular Consolidated Database found no records. Post recommends and requests that Shareef's BATS biometric data be entered into IDENT as quickly as possible. ¶16. (U) Name: Al Sa'idi, Dargham Taklif Abd Al Zahrah (U) AKA: Abdulzahra, Durgham Takleef Abdulzahra (U) PDOB: 24 Feb 1983 (U) ID: Iraqi Passport G1773138 ¶17. (S//NF) Justification: Al Sa'idi was terminated from employment with Marines at Point of Entry Trebil for disobeying orders, lying, engaging in corrupt practices such as taking bribes for base access badges, improperly facilitating cargo entry through the port and inappropriately requesting and taking gifts without the knowledge of US Forces. He was a co-worker and close friend of Ali Nife Aamira, who is named below in paragraph 19 and linked to Al Qaeda. (U) Visa Status: Al Sa'idi - Al Saidi was issued visa number 54866915 on 09 Jun 2009, with an A number of 60643723. His Immigrant Visa case number is BGH2008783007. Post entered a CAT 1 P3A2 entry into CLASS. Since he elected to receive refugee benefits, the Worldwide Refugee Assistance Processing System was able to confirm that Al Sa,idi arrived in the US. Post,s DHS Attache has forwarded Al Sa'idi's information to the National Targeting Center (NTC) and the Terrorist Screening Center (TSC). The National Targeting Center found that he had entered the US on 07 December 2009. The Immigration and Customs Enforcement Liaison at NTC has been informed, as has the FBI. ¶19. (U) Name: Aamira, Ali Nife (U) AKA: Al Yasari, Ali Nayee Umayra; Al Yasari, Ali Nife Aamira (U) PDOB: 01 Mar 1982, Iraq ¶20. (S//NF) Justification: Aamira was fired in December from his job as an interpreter with a Port Of Entry Transition Team (POETT) in Trebil, western Iraq for taking money in exchange for badges and weapons permits. The POETT Counter Intelligence Officer searched Aamira's room and found two telephone SIM cards hidden inside a Christian Bible Qtwo telephone SIM cards hidden inside a Christian Bible (Aamira is Muslim),as well as contact information for a known AQI member operating in the Trebil POETT area of operations hidden under the sole of one of Aamira's boots. Under his mattress, searchers also found what appeared to be an official Government of Iraq document giving Aamira authorization to import and export goods to and from Syria. (U) Visa Status: Aamira - Ali Aamira holds REF/SIV case number BGHSIV2009061011. He has not yet converted to an Immigrant Visa case. His Chief of Mission approval is in the process of being reviewed for revocation. Post placed a CAT 1 P3A2 entry into CLASS. ¶22. (U) Name: Al Kubaysi, Basheer A'yesh Souad (U) PDOB: Unknown ¶23. (S//NF) Justification: Basheer Al Kubaysi was placed on Tier 4 of the MNF-W Watch List for having been involved in hostile activity related to the placement of Improvised Explosive Devices. His name and contact information were found hidden in Ali Aamira's boot. (S//NF) Justification: Fahmi Al Kubaysi is an AQI financier, counterfeiter and smuggler working in the Trebil POETT's area of operations. He is the brother of Basheer Al Kubaysi, whose contact information was found in Ali Aamira's boot.
