1. DCM delivered reftel points to MFA Director for North
American Affairs Ambassador Ahriz January 20. The DCM noted
that Algeria carried great weight in African discussions
leading up to and during Copenhagen, had had some difficulty
with the emerging consensus, had then joined the large
majority in favor of it, and now appeared poised to associate
itself formally with the Copenhagen Accord. He urged Algeria
to do so soon, as had U.S. Special Envoy on Climate Change
Stern in a January 17 phone call to Algerian Environment
Minister Rahmani.
2. Ahriz said that Algeria would continue to work with
African Union countries to find a common position on the
Copenhagen Accord. He expressed concern over the overall
slow level of "technology transfer" to Algeria, to which the
DCM replied that the Accord contained a mechanism for climate
change-related tech transfers.
