Ref email requested that post conduct six separate post-shipment verifications for numerous aviation related airborne communication and navigational items exported as NLR and classified under ECCN: 7A994 by Sun Aviation, Kansas City, MO. ¶2. On February 16, 2010, Export Control Officer and BIS Commercial Assistant met with Dr. Mohammed S. Al Nazer, Managing Director and Engineer Emad S. Al Nazer, Technical Manager, Bin Mahmood Representing Companies. Bin Mahmood Representing Company is an exclusive provider of defense related equipment to the UAE Military. They also have a specialized UAE General Civil Aviation Authority (GCAA) license to provide aviation related equipment to the UAE Military. Al Nazer furnished the related delivery notes, purchase orders and end user certificates related to these shipments. ECO was able to review relevant documentation that confirmed the end user as the UAE Military General Headquarters (GHQ) for these transactions. ¶3.
