Ref email requested that post conduct three separate Post-Shipment verifications for Digital Network Cameras and a separate shipment of Transceivers exported as No License Required by IQVision, Santa Ana, CA and SOLECTEK, San Diego, CA respectively. ¶2. On February 3, 2010 Export Control Officer (ECO) met with an individual who would not identify himself at Samand Trading LLC. ECO explained the reason behind the visit and this person advised that Samand Trading did no business with Iran despite it being listed on the Dubai Iranian Business Council directory. ECO asked specifically to speak with Mr. Ali Shoaee (listed as a POC on export docs) or anyone who could provide details on the disposition of the relevant shipments but no one was available. ECO left re-contact information. On February 9, 2010 ECO visited again and left another request to be contacted. ¶3. The circumstances outlined above coupled with Samand Trading presence on the Dubai - Iranian Business Council directory suggest that it is an unreliable recipient of US origin goods. OLSON
