1. (SBU) On February 10, Ambassador followed up on reftels'
demarche with Minister of State for Foreign Affairs Dr. Anwar
Gargash, who said the UAE is conducting its "due diligence" on the
Copenhagen Accord through a dedicated committee led by Dr. Sultan
Al Jaber, CEO of Masdar (Abu Dhabi Future Energy Company). Gargash
said that the UAE expects to have a "positive outcome" on
association shortly.
2. (SBU) A senior expatriate advisor told EconOff on February 7
that the committee had been given two weeks to review the Accord
and provide a recommendation on association. He predicted the UAE
would associate as early as late February, but include some
