(U) Post urges the Secretary of State to give full consideration to the candidacy of Ms. Jasminka Dinic to the Advisory Committee on Administrative and Budgetary Questions (ACABQ). Ms. Dinic has worked directly with the Fifth Committee for more than eight years (1997-2001 and 2006 to present) and has consistently advocated for a more efficient and cost effective United Nations. Ms. Dinic has repeatedly spoken out in favor of comprehensive reform at the UN, including making improvements to the UN's human resource management by focusing on merit based-selection. We judge that her past interactions with the Fifth Committee demonstrate a high-degree of policy alignment with US policy interests in the Fifth Committee and overall UN management. For these reasons, Post considers her an optimal choice for the ACABQ. Furthermore, Ms. Dinic's candidacy would advance the US goal of seeking greater gender diversity in key UN bodies. Croatia has never been represented in the ACABQ and the inclusion of a new member on the ACABQ could work to invigorate the committee's activities. ¶2. (U) Ms. Dinic enjoys the complete support of the Croatian Ministry of Foreign Affairs who view her professionalism and expertise as an asset for this important UN committee. Ms. Dinic has an impeccable reputation in Croatia and Post is not aware of any derogatory information regarding her candidacy. Ms. Dinic, whose current duties place her in New York City, has indicated she would be available for further direct discussion of her candidacy. FOLEY
