(C) Poloff delivered the demarche (ref A) on February 3, to
Vesna Vukovic, head of the MFA's UN office on Russia's likely
efforts to call for an invitation by the Security Council to
Abkhaz separatist leaders to participate in a formal Council
meeting regarding the UN Observer Mission in Georgia (UNOMIG)
under Rule 39. She said that the Croatian Foreign Ministry
would review our position, but that the GoC would likely
support the consensus of the Western Friends. Croatian
PermRep Neven Jurica has also been made aware of the USG
position on this issue (ref B).
