¶1. (C) Poloff delivered reftel points on June 9 to Marko
Horvat, Head of the NATO Department. Horvat agreed that
there were already good institutions that were available for
engagement with Russia. He said he would pass the non-paper
on to the appropriate missions and offices in the GoC.
